Scooter's not running right.

Hey guys my Vespa lx150 isn't running right. This is the plum and white bike that was stolen a few years back and I finally got around to getting it running this year. it's bogging down hard and running rich, I top out around 55kk/hr and if I'm running up a hill I drop down to about 30 Km's. I think this is a carb issue, I replaced the main throttle jet (it was bent) and cleaned the whole carb as it wouldn't go above 2000rpm. After I dealt with the Immobilizer issue found to be the real issue. I think I screwed up the carb. Can someone help??? John??

As well I need to repackage the front fork bearings as they are grinding now too.

All fixed up now. Amongst several issues, Alberta Cycle had removed the fork and, upon reassembly, fit the lower ball cage upside down!
